What is the goal of this program?The CT Early Childhood Facilities Construction and Renovation Grant Program is administered with 3 priorities: To increase infant and toddler early care capacity. To increase preschool capacity in areas where there is not enough preschool capacity. To improve early care environments, and to address the health and safety needs of young children including projects such as upgrading ventilation systems, heating, and cooling systems, improving outdoor play spaces, and through the purchase of furniture, and/or equipment.

Where can I find assistance throughout this process?LISC and the Office of Early Childhood (OEC) are working with a variety of different childcare technical assistance agencies. To view a list of childcare technical assistance agencies, click below.

What is SVI and what does it say about my town?"SVI" stands for Social Vulnerability Index. For our program's purposes, priority was given to those applicants who are in towns with a high SVI, or enrolling a high percentage of children who are Care4Kids eligible. (A town with a "High SVI" is a town with an SVI rating of 0.5 or higher). This means that the town is in great need and has a higher population of lower income families. What is an infrastructure/environmental assessment?An environmental assessment is a tool to help you decide what is most needed in your center. This is especially important to explain the need for quality improvement projects. This is meant to help folks with project planning. It demonstrates a thoughtful project. You can do this yourself by using LISC’s self-assessment resource guides, or: Get some advice from AOK or WBDC Use some photos to show the need for improvements. Use a proposal for repairs from a licensed contractor (all trades) Use an OEC licensing compliance/ violation report (addressing infrastructure needs) Use an existing self-assessment such as NAEYC, or others. Is this a loan? Will I have to pay these funds back?The CT Early Childhood Facilities Construction and Renovation Grant Program is a grant opportunity. It is not a loan, however, there may be tax implications with some types of projects. This is especially true for home-based providers who use their own living space for their childcare program.
